I don't think it'd be impossible for Pac, sure. But it would be asking a whole lot. Williams isn't a great puncher but when he does commit and sit down on it, he can hit with some real authority. And he's twelve and a half feet taller than Pacquiao. Size matters, eventually. Even with a guy who doesn't fight tall, it will eventually matter. Paul is very physical even if he doesn't use his height in a smart safe way. Plus, becoming a politician has now made Pac's testosterone level drop. That's just science.
thats where guys make bad picks and lose money....they pick out 1 fight and say " well damn, if he did it, pac is 10 times better" this was a fight williams didnt want and was bored...he was wanting cotto and mayweather and no one would risk it against him....did you see fight # 2? why isnt that in your equation ?
Pac is hardly the counter puncher Quitana is. He would go head on with Williams it would be fun to watch but not easy
