Klitschko is a front man for the russian government. He is a puppet put in place to establish a communist regime through boxing, and they need germany on their side. That's why all of his fights are in germany.

Haye threw the thing off course, so the russian govt paid haye to stop calling out klitschko because they knew it was dangerous. Haye fought valuev and ruiz then got quiet while artificial documents and videos were created to make it look like klitschko was trying to fight haye. Of course haye didn't respond and big surprise... Oh, now klitschko is fighting povetkin.

Haye was never supposed to come along, it wasn't part of the plan, haye would have been murdered if he didn't take the hush money and back out quietly.
