Pacquiao had to make the 10million dollar penalty per pound since it's a known fact that Floyd is bigger than Pac even though both fight at the same weight class and since FLoyd has a history of not making weight against Marquez.
They do fight at the same weight, and Floyd has never missed that weight. And out of the 6 fights he's had at that weight, he's only been 147 twice. Pac didn't HAVE to do anything because Floyd has never missed 147.

141-147 is welterweight. 147 is the limit. Floyd weighed in at 146 for a contracted weight of 144 that later had to be revised because of the $600,000 that floyd had to shell out for weighing 2 lbs more.
