Roy Jones is NOT the faster boxer of all time. Not even close.

List of retired light heavyweights who were far faster than a prime Roy Jones:

Slobodan Kacar 22-0 in his prime (ended career with record 22-2 )
Lothar Stengel 20-0 in his prime (ended career with record 20-5)
Rudiger Schmidtke 31-0 in his prime (ended career with record 31-13)
Anton Christoforidis 43-0 in his prime (ended career with 43-15 record)

I have exhaustively reviewed tapes of these fighters and my final conclusion is that these fighters were not only faster than Roy Jones, but more technically sound, had better chins, better footwork, more heart, more bravery, and better resumes.

What you do not understand is at the weight roy jones jr fought like super middleweight fighters do not have that big handspeed. Roy jones jr had lightweight speed in the super middle weight division. The guys you mention if they were faster,has better reflexes,style and power then a prime roy jones jr people would of heard of them .if they are faster they are probably lightweight which is stupid.

Roy Jones would have embarassed any euro fighter he faced...jones's unorthodox style and freakish athleticism would have been something they have never seen or faced.
