    how can you fine someone for fighting an unlicensed fighter?

    That's like fining Pac for fighting Koki Komeda in Japan because Komeda isn't licensed in Nevada.

    Boxing in the states is simple. If you can't get a license in the US, go fight somewhere else which is what Margarito and Pacquiao hae done. Some accomodating country is willing to sanction the fight and probably for cheaper ie. no drug testing, lax enforcement etc.

    Pac can't beat urine testing because he agreed to be urine tested randomly and right after the fight. If you know that you can be tested anytime, then you won't attempt to dope; at least those that can be detected by urine testing.

    You are going by what you believe, I am going by what I have know for a fact. There are people beating urinalysis all the time. I know this for a fact, however, I dont know anyone who has beat a blood test. I know people on probation, military, jobs, and other situations that they have to provide urine samples and they do drugs and pass the test. Urinalyis can be beat.
