Because it depends on what the urine is testing. Usually, what you associate with urine test are dipstick method which is a screening method with very specific number of drugs being tested. Meaning you just dip a piece of plastic embedded with certain reagents and it would give you positive or negative result, similar to pregnancy test.

However, urine specimen can be tested similar to a blood testing. You just have to know what you are looking for, similar to a blood testing as well. It would give you the exact amount of drug that is in your system.

USADA do not adopt the tour de france protocol or methodology.

The french anti-doping agency is unique in that it adopts the newest technology to detect cheats while the USADA is simply 5 years behind. It apparently does not adopt technologies readily unless it can stand the scrutiny of a court for fear of being sued by athletes.
