It's a valid point that counters could certainly stifle Pacquiao's punch output, but Marquez follows up on successful counters with momentary aggression positioning himself in front of his opponent's retreat in order to land more. Mayweather seeks for a more efficient punch ouput and throw one or max two per exchange/counter. They may amount to similar numbers in the end round by round, but the way in which they are executed is definitely related to how they will effect Pac's punch output. Marquez is a combination puncher, and with the different dynamic I see Pac trying to trigger Mayweather's counters Roach is going to study in order to open him up and catch him on the chin.
Imagine Pac in there. It's obvious what would happen. Floyd is overrated. Zab schooled him until he burnt out - he's a front runner. ODLH and Castillo made him look ordinary. Hatton took him 10 rounds and made it competitive for a while. Everytime Floyd has fought somebody who he wasn't 10x faster or bigger than, he was made to look ordinary. Pacquiao would absolutely destroy that version of Floyd who fought Jab, and that was a younger, better Floyd.
Or maybe you are underrating him and he is the reason why Zab, DLH, Mosley all seemed to burn out. If it only came to burning out then Hatton would have taken over with his pressure in the later part of the fight rather then getting KO'd.
