Other boxing commissions doesn't necessarily have to agree to what the Cali commission's judgement. They can conduct their own hearing and judgement. They're independent from each other. It's similar to Floyd Boxing Commission requiring every opponent of Floyd to undergo mandatory OSDT. Other boxing commissions doesn't do this type of requirement.

Although i agree he should get his license back, because he has done his time, the logic you are using doesn't make any sense. You will find plenty of fighters with opposing opinions on the subject, one ex-boxer voting for him doesn't prove anything in relation to Margarito not knowing or being innocent etc. You will also find people with boxing experience who would suggest that they would notice any subtle changes to the way their hands are wrapped, given the significance of it to them plying their trade, and the level of feel for it they develop after throwing hundreds of thousands of punches.
There is no such rule, no such license its BS the CSAC is taking this opportunity to provide the public visable proof that they are cleaning their own act up.....
