If Mayweather has a contract with Don King than if he can't get Pacquiao to fight him. He will most likely fight a Don King boxer next.
    The choices.

Devon Alexander is the best Don King Boxer that Mayweather can face. Alexander did not have his best showing his last time out. Keep in mind that Andriy Kotelnik is very good and experienced boxer.
The pros for Mayweather are: Alexander is a southpaw like Pacquiao. He can fight on the inside like Pacquiao. He also has a very good outside game. Which may give Mayweather problems that Pacquiao could not give him. He also seems to have a strong fan base.
The cons: Alexander has not reached his potential. He is 23 years old and has just 21 fights. Only his last 3 being championship fights against very good but by no means great foes. His strong fan base is in Saint Louis, but how many of those fans would fallow him to the fight outside of Saint Louis?
Mayweather should fight him if: If Pacquiao is the next fight, and the fight is at 147 not 140. If Pacquiao is the next fight there is no real reason for Mayweather to take any unnecessary risks. Pacquiao is not taking any unnecessary risks in fighting Margrito so why should Mayweather?

You can forget about him getting a fight with a Top Rank Boxer for now at least. So that leaves Cotto out.

Williams is promoted by Goosen Tutor Promotions and I don't know who promotes Martinez but both are possibilities.

If he fights a lot wiill depend on the likely hood of Pacquiao being next.
If that is the case Than Alexander is the most likely choice. He is the least risky.

If a Paquiao fight is not on the horizon. Alexander still has an edge being that he's the Don King Boxer but Williams fight would do better at the box office and PPV. Williams is a bigger draw than Alexander and Martinez. Williams style may also be closer to Pacquiao's than Alexander's is.
I think for right now Martinez is going to be the odd man out.

If it's overseas then this will be an exhibition fight. Something like Mathew Hatton or even easier.
