1. Remove all of the Germans promotion teams, TV and judges. 2. 1 champ per division. 3. Champs fight the very next in rankings, no free choice of opponents - all bouts are mandatory defences.

If you had asked our humble genie to simply implement a suitable matchmaking system whereby all title defenses are mandatory then you'd still be able to wish for a Wladimir & Ibragimov trilogy.
Worthless as the mandatories are often spoon fed or get there while ducking, etc... In no other sport do competitors get to decide who they go against and who they don't. Imagine if in any other sport, hockey, basket, soccer, baseball, etc, teams could dodge other teams, and then having four different tournaments to win titles without ever playing against the other good teams...
