I thought I read somewhere that you had to weigh above the below division's maximum weight & they changed it not long after Jones/Ruiz. I might be talking shite as usual though

I have to admit I've not seen that rule set before but I can assure those rules have been "broken" many times over the years and quite recently

Check out Joan Guzmans last fight against Funeka in March this year, 9lbs difference between the two lightweights when only 5lbs is allowable under those rules. Yet the fight went ahead.

Henry Armstrong fought for the Welterweight title while weighing in under the Lightweight limit, that was a few years ago though....

Theres nothing in the rules that says that a cruiserweight can't fight in a heavyweight title fight as long as they have a written waiver from the ABC

Sorry, I don't agree that a cruiserweight would have an advantage over a natural heavy...if it were the case we would have 190-200Lbs fighters holding all the HW straps

so you're saying a fighter has to have a permission from ABC.

it's confusing, damn. Say a fighter weighs naturally 185, or even 190lbs for that matter, and he wants to start his pro career in the heavyweight division what would he have to do? what if you show up to weigh ins clothed with coins in your pocket, or better yet, a weighted vest like Arreola did against Vitali, what then?
