In wins or overall? Overall Cotto, in terms of wins Mayweather, in terms of performance Mayweather by far

:? Maybe I'm reading this wrong, but how can Mayweather have the better resume in terms of 'wins' but Cotto the better resume overall when, aside from their wins, Cotto has two losses and Mayweather none?

Cotto has a great resume in my opinion, but he has NEVER beaten a champion at welterweight for a title unless you count Clottey who vacated his title to fight Cotto. Cotto's best wins are Judah, Mosely, and Clottey. And All 3 are arguable.
Even though Judah got his ass beat, the low blows bring that fight into question. Mosley Clottey couldve gone either way. Mayweather dominated both Judah, and Mosely who were current welterweight champions decisively, and has defeated 1 lineal undispited welterweight champion in Baldomir.

People can say what the want about Baldomir, but if Floyd wouldnt have fought him after Judah, they'd say he was ducking him. Plus the 2 losses dont really help Cotto.
