Zarate is not the greatest bantamweight of all-time, no argument about it IMO. And I rank Spinks considerably higher.
Spinks. ultimately i think Zarate was more of a frontrunner. I'd also favour Chucho Castillo and Rafae Herrera over Barrera and Morales.
I voted Zarate for the craic mainly to even things up a bit. Without splitting hairs I'd say they're pretty close H2H, and obviously Spinks achieved much more which would give him the edge on most lists.
Zarate has a shout for the number 1 Bantamweight spot IMO, and it is better than some more common claims. I have them fairly close. I think Zarate looks to be the better fighter but Spinks was as dominant at Light Heavyweight and has the wins over Holmes. Zarate has better wins in his Bantamweight reign than Spinks has in his Light Heavyweight reign though. So it is very close.

Zarate's opposition has been gradually getting better over the course of the last year. He's now got an incredible resume.
