I wouldn't say "FIXED", but certainly everything was designed to make it what could be described as a modern-day fixing. Pacquiao has a few major things working against him over the past several years (the biggest of his career):
-catch-weights and re-hydration clauses
-in-house opponents
-bows to the sanctioning bodies and their belts
-prime example of how one would describe a lower-weight PED user
-two of his biggest wins, de la Hoya and Hatton, both came 18 months after rival Floyd Mayweather defeated them

 

De La Hoya and Hatton ain't his biggest wins at all. Barrera, Morales, Marquez, Cotto anyone?????
