Whenever Cotto was asked about Mayweather he always said "I fight who the company wants me to fight" Mayweather being the master boxer he is is a great judge of talent. Im pretty sure he saw Cotto for what he was a long time ago. A decent boxer, with good power but no defense. I dont think top rank was ever serious about putting Cotto in the ring with Mayweather.
