Dunno bout a world title but billy walker is certainly one of the best to never have won so much as a british title. He sold out everywhere he fought and fairly drew in the crowds

Although he's not the best Brit 'not to have won' a world title I feel Howard Eastman had the potential to win one of the alphabets, don't forget he ran AA pretty close

Jim Driscoll, an all time great fighter who proved he should have been world champion.

He boxed Abe Atell in America, who was the world champion at the time, and according to all reports and accounts boxed rings around him and would have won a clear decision - if it wasn't for the era of No Decision bouts that prevented Driscoll from being officially declared the winner, and subsequently world champion.
