Hostak, Seattle. Whoops after posting this I saw where you stated other than standard eight divisions. You could argue that Hostak fits all of the criteria as well: From Seattle which also produced his predecessor Steele (born there), and where Gary Ridgeway (possibly America's most prolific serial killer) hunted.

BINGO J, it was Jackie Kid Berg,from Whitechapel ,London, who was the jr. Welterweight champion in 1930. Also home to ted kid Lewis before him. And the famous "killer " was Jack the Ripper, who murdered and eviscerated many women in 1888.His identity is still uknown...:good
