    I think technically you have to be over the division below weight limit right? or is it 2 divisons at the most.

    I'm not completely sure man. The conclusion I'd always come to was that you just weren't allowed to exceed the weight limit, I've seen that posted on a thread a while back asking a similar question about weight limits. It might differ between sanctioning bodies, athletic commissions etc.
