Let's be honest, those accomplishments look very impressive on paper, but when ranking him in P4P ATG terms, we're looking at his ability, dominance, longevity and resumé more than his accomplishments. I mean Duke McKenzie is a 3 weight world champion after all, and he's not even a great over here, let alone world-wide. That said, he's probably around the 30 range for me right now. If he wins tomorrow, I'll consider shifting him up a place or two depending on the method and dominance he displays should he win. If he beats Mayweather, he may crack a top 20. If he beats the winner of Williams/Martinez, he may do aswell. If he beats both, he definitely is. But my ATG list at the moment - up to number 21 completely and that I'm happy enough with - is as follows: 01. Henry Armstrong 02. Harry Greb 03. Sugar Ray Robinson 04. Sam Langford 05. He is probably close, but I am not sure that high. Maybe near 20.. You have to remember there have been very good fighters who beat real greats in thier prime like Sugar Ray Leonard.
Pacquiao needs someone like Mayweather to propel him amongst the absolute greatest of all time. Perhaps some beast at 154lbs like Martinez would prove to everyone that Pacquiao is a freak of nature. (he is a freak of nature)

He lacks the win against another ATG in his prime. If he can win against Floyd we can speak about top 20. Barrera, Morales and JMM are first ballot HOF but I don't think they are ATGs. For example Ali should be considered in front of Pac because he has wins against two ATG in their primes. Duran has the amazing win against SRL. SRl has wins over Hearns and so on. Pac has a crazy number of wins against HOF that's for sure. Edit: I won't put Pac before Arguello or Sal Sanchez (20-30ATG) before he wins against Floyd
