You are questioning pacquiao's drawing power, why is every body calling out for a fight between pac vs mayweather obviously they are the two biggest stars in boxing with ppv numbers to prove it , duh. It takes two to tango you know but at this level the other party has to also have drawing power the key word is to " maximize " ppv sales which in terms equals bigger profits for everyone involved in making the fight.
