    I voted Combination of Both Pacquiao and Mayweather's Teams and Promoters
    because they could not negotiate therefore it is their fault simple as

    Both Promoter's fault. But if I had to choose whose fault it was between the two fighters, I'd be inclined to say PBF.

    Lets be hones its 75% floyd 25% bob arum, if floyd wants this it happens, he ducks and arum prevents the negotiations from starting again and trying to make the fight bu milkiing pacquiao.

    Firstly Floyd wants test due to an unproven reason then when Pac says he'll do all this **** he refuses to fight beating his own woman.. you can't deny the facts.

    If you guys didn't hear Floyd Sr come on The Ropes a few weeks ago, you have to listen to it. The guy pretty much is calling Pacman an amazing fighter and that he's in awe of what he's doing right now. Of course, he threw in the "steroid" accusations but if Floyd Jr listens to his father, i think Jr will stay away from Pacman like the plaque because Floyd Sr. is pretty much calling Pacman an unbeatable monster. Floyd Sr is afraid for the safety of his son.

    Mayweather flatly said that he is on vacation. How can you not blame him for the fight not happening?
