Sadly no, i've reported him about 5 times now and i got a message the last time that explained why they can't IP Ban him. Just ignore his threads, and posts. As soon as you see that strange logo under his username just move onto another thread or post :good.
six months he's been at it if not longer. He's sad....very sad....at first you think it's someone just trying to be quirky but he's just doing some old gag. He's had about 10 accounts....:-(
