Throughout hisory, lots of potential great fights have never been made. Sometimes the reason has been politics , fueding promoters, or bad negotiations. For the most part, I really don't believe the fighters themselves are scared, they have to listen to their managers and promoters. An obvious exception is Mayweather who is basically self managed and promoted, who has avoided several potentially interesting fights. But, unlike most fighters, Floyd is a souless douchebag despite his great skills. In Hayes case, it seems like he is a bit hesitant, but not really knowing the context of the negotiations , it's hard to be sure who's avoiding who, and who's to blame.
