Perhaps, but would he have exploded as a crossed-over (mainstream) star the way he did thanks to the ODH fight ? The obvious answer is no. At least not to the degree in which he did/has.
OK lets turn back time!! Hatton got Koed by PBF, then just got by Lazcano, and still during those time, everybody here but Pacd believes Hatton will be too much for Pac. PBF ducks DLH rematch then went on vacation to duck Cotto and Cheato as Pacd predicted. Campbell just got by Diaz, his Greatest win. But still he's not a major draw. If Pac has fought Campbell 1st, Then what will DLH would do?? DLH could have lost to Cheato or Cotto and retire. Floyd will retire forever. Then Pac will be stuck with JMM, Casa, guzman and his Final win would have been only with Hatton.
C. Neither Pac would obliterate either of those guys by the mid rounds. I don't like seeing mismatches.

Come on, obviously Pacquiao-Campbell. Oscar De La Hoya is far too big for Pacquiao, Manny wouldn't stand a chance and would probably be brutally KOed within 3 rounds and never be the same again. Pacquiao seems to be on the downslide and I'm not sure he can even handle Nate at this point in his career.
Pacquiao vs Campbell would've been for all lightweight 4 titles. Pac vs Oscar was a money fight and nothing more. Pac took a bigger challenge for a bigger purse, but it was a less meaningful fight.
