They are both great achievements. Is comparing them really necessary/interesting to you?

yea but common, you cant judge that based on a "would've, could've, should've" basis, these guys are mountains ahead of Cotto in terms of size, and Cotto is a WW, so you really cant determine that

Both fighters are ATG's. Moving in weight classes can be one of the trickiest things in boxing, and both fighters deserve credit for their performance in that regard. If I'm on the spot, my nod would go to Pacquiao.

Pac has moved up steadily through highly athletic, high-action light weight classes where fighters routinely have trouble going 5-6 pounds off their natural fighting weight. Pac's 'natural' body size (subjective of course) seems much lighter/compact than RJJ, who always just slowly grew a bit bigger in frame as his career went along (while keeping his phenomenal athleticism, which is impressive). Pac's 'top weight' fight was as a high 140'ish body against a 160+ hard-hitting Margarito. AM was past his best, but he was still a tough, heavy-handed fighter who had a *much* bigger natural frame than Pac. Pac roasted him, showing no loss in speed or power, which frankly amazed me. RJJ's 'top weight' fight was an 'understandable, but not overly impressive' affair in which he went after the dubious WBA HW strap vs. hot garbage John Ruiz. Ruiz being a long time clutch and grab fighter with no speed or power to speak of; a Valuev sans the fun circus freak aesthetic. He won a 12 rounder, but he never really recovered as he dropped weight, squeaking by Tarver in a sloppy fight, then later getting creamed by him. It's debatable as to how much the weight gain at the end or just simply Father Time contributed to RJJ's sudden drop off.

    Pacquiao pretty easily.

Jones's weight jumping feats are impressive without question - to become the best fighter in three seperate weight classes is an exceptional feat, including wins over Hopkins, Toney and Hill.

But the move to HW, whilst impressive, isn't all it's cracked up to be. Ruiz was exceptionally limited, and lacked the necessary punch power to trouble a 190lb Jones, who could dance around him at will and had the power combined with handspeed to make Ruiz hesitant.

If Roy had stayed around that weight and beaten a tricky southpaw with speed like Chris Byrd - who only had a couple of losses at that point - we might have a different opinion.

Pacquiao on the other hand was always naturally bigger than 112lbs. A combination of naturally filling out as he became a man pushed him toward the 126-135 sort of range, but to then jump up to welterweight and produce dominating displays over even a shot DLH and Cotto eclipses Jones.

I'm not particularly big on the Margarito win to be honest, in a way it's similar to Jones, cherry picking a weaker opponent in the higher class and beating him convincingly. Not trying to take anything away from Pacquiao, but Margarito had taken bad beatings in three of his four previous fights including a viscious hiding from Shane.

What makes Pacquiao superior is the fact that he's beaten generally the best foes in the higher divisions. Five wins (against a loss and a draw) vs three genuinely great Mexicans beats the three big wins I've mentioned from Jones - then factoring in the wins over Hatton and Cotto, both highly ranked within their respective weight classes (one a linear champ and the other in the top 3) it's pretty clear who is superior.

As Popkins correctly points out, McCallum was a shell way out of his best weight class by the time Roy fought him - in truth Roy ought to be looking at getting him out of there in the late rounds.

Hill is his best win for me, closely followed by Toney.

Roy Jones was never the same coming back down in weight. So I personally think the roys case was stupud as ****. He should of stay at HW for another fight or 2 fights.

Basically Roy weight move killed his carrer and Pacmans made him more of a super star

Both are great accomplishments ..But really are people going to use Manny's recent wins as ammo for their arguement ?When was the last time Roy fought anyone at a catchweight ?

Manny gets way to much credit for the bs of his 8 world titles when some of those fights had no buisness being called a title fights .

At least Jones went to champions in their weight class ..And for anyone to knock Jones win over Ruiz well at least he had a live dog in there unlike the weight drained fighters Manny always has to contend with as of late ..I mean what good is it to beat on faded fighters with a name ?

Pac beat a fighter at a higher weight (10th), who was a better fighter and beat him more impressively, actually hurt the guy.

Beating a career WW at 150lb is very impressive, and Margo is a much better fighter than Ruiz.

Sorry not after the man was exposed for being a cheat and who had been previously KO ed !Sorry maybe in your eyes the cheat was more impressive but Ruiz was neither weight drained or faded by the time Jones fought him .

Pacquiao was 4´11 when he stared and to be 5´6 now explains a lot of hes weight gain.
Roy started at 154 and in the Ruiz fight he was a few pounds under 200.

Jones hurt Ruiz so bad that Ruiz had to hold on.
