He has the ability to KO someone, yes. So does Butterbean, the biggest part of being an actual KO artist is the ability to land your punches against top tier fighters, something Miranda has failed to do.

I would call him a powerpuncher, a knockout artist is someone who finds ways to knock out defensively adept fighters, or even top tier fighters at all.
