Floyd is faster with the single shots. Pacman is faster with the combos. Pacman has the edge in foot speed, which is a huge weapon for him. I give PBF the edge in reflexes.

Also there is a difference between your hand speed in how the crowd percieves and how yourr opponent perceives. Floyd probably comes off as faster to his opponents because he attack them when they aren't ready or off rythem.
