What is the worst case of ducking a fighter in the history of the sport? Or which deserve a mention?

    Dempsey ducking Wills?
    Mendoza ducking Mcvey?

Depends what you mean by "worst" .
Sometimes ducking is the smart thing to do.

The most blatant by a great fighter is Dempsey of Wills. Incredibly, Dempsey of Greb may be the second worst in terms of the longevity of the dive (likely longer than the Wills one!) though obviously Greb was never Dempsey's #1 contender type (possibly in part due to Dempsey's failure to meet his original #1 contender, but we'll never know).

I'm becoming a little disturbed by Henry Armstrong in this regard...stonie's made a reasonable tentative case for his ducking Cocoa Kid and he ducked Burley, kind of...it's a bit upsetting, really. The Kid duck now sounds worse if anything.

Ducking is the rule, rather than the exception.

Not really. Not if you keep your criteria tight. If you mean to say that no champion ever fights every single good fighter that week, you are right. If you mean there are not exceptional cases of avoidance that highlight themselves due to the extraordinary circumstances surrounding the case, you are wrong. Such cases are the exception, not the rule.

Admittedly, I don't have a tight criteria or special definition on "ducking".

Ducking is passing on a challenger who looks a bit tasty. Waiting for his form to drop off, or avoiding him altogether.

Any manager worth his salt should be ready to duck or delay a hard challenge.

only for a time though, and then the Board should step in and MAKE THESE FIGHTS HAPPEN.

Yeah, I agree. That would be great.
But we would need a credible and united world governing body to enforce that, with all promoters and managers respecting that authority.
What we have instead is a variety of corrupt and inconsistent bodies.

As it stands, no one can make a fight happen. They can only threaten to take away their recognition. And often the boxing governing bodies are trying to make the wrong fights !

So is it safe to say that Jack Dempsey = Jack Duckworth of Coronation street?

The worst case of this since Lewis-Bowe is surely the one happening right now, with Mayweather and Pacquiao.

Mayweather dreamt up this drug-test nonsense only once a fight with Pacquiao began to get seriously pushed for, he hid behind it for a while, then once it appeared that Pacquiao would bend he disappeared into a timely 'vacation'. He pretended there were no negotiations which was later found to be a lie, and apparently said it would take a non-sensical sum of $100m to bring him to the table.

Very, very clear case of "duckage" I think.
