Clearly the best fighter at 140 if you don't include Pacquiao. Vasquez, Witter, Holt, Peterson, Abgeru and Alexander. He may not be a great fighter but hes established himself as the best fighter in a deep division and has constantly defeated very solid fighters time after time. You'd be crazy to keep him out. He would be a lot higher if he wasn't mixing it up with fighters as good as Marquez, Donaire and Martinez.
