Ortiz would be Pac's best opponent since Cotto simply because he's earned it by beating the number 3 ranked WW making him the top ranked WW not named Pac or Mayweather.

I hope it's true! Floyd sorely needs a reminder of what he does. Which of course is BOXING! Ducking Manny has completely de-railed Mayweather's career and I think he's having a difficult time handling the outside pressures. Get back to the basics.....everything else should fall into place even if he never fight PAC.
