    Whitaker
    Pacquiao
    Chavez

Jones, I love him but he's not nearly as proven as the above(debatable with Chavez but I have Chavez clearly in front)

Mayweather, he just can't carry either of the aboves jockstraps or spit bucket.

No doubt in my mind it is Pernell Whitaker..

    Whitaker
    Manny
    Roy
    Bernard

    Chavez

    Oscar
    Mayweather

I see quite a lot of posters whose knowledges impresses me putting Chavez over Jones and Bernard, while I finally separated Bernard from his pack with Chavez and moved him into my Manny/Jone/Whitaker group. Feel like I run into a brickwall at times when I'm study Julio, shame really.

Yep, I meant best based on skills & ability... it doesnt mean the fighters they have beat aka their resume cant be taken on board, you can consider everything if you want but its not a `resume only` type thread.

Lewis ?...please... Morales & Barrera were far superior p4p fighters than Lewis IMO & they never made the list... I didnt want a massive list so I chose the top guys.

I picked Pernell who I believe is the best of this list but the one who had it all but because of the low weight class, didn't get as recognized as highly, was Richardo Lopez.
