I wouldn't call Chavez slow, but he was the first to pop in my mind. the post listing the guys he fought who were much faster than him and he still won most of those fights is a good point for comparison. Another guy... Gatti?
Nah, Gatti actually had pretty good foot and hand speed. His defensive reflexes, however. Yep, you can call them slow. Or just non-existent. Carlos Baldomir- well maybe some would argue it's a stretch to call him world-class, but the guy was the genuine welterweight champion of the world at one point. He was slow as molasses.
:good Great choice, slow as a ****ing turtle but effective. If you count Hasim Rahman as elite, he's gotta be on the list. One of the slowest HW's I've seen.
Sonny Liston is another good choice. He was nothing special in the speed department but knew how to shorten up on punches. Really the posterchild for a modern HW.
Heavies; Mike Weaver had slow hands and slower footwork. But he sure found ways to win anyway. David Tua has very slow footwork and is easy to turn. Especially as he got heavier and heavier. JL Gonzalez had poor footwork and was off balance when he wasn't stationary. He actually makes Valuev look mobile with much better balance. yikes.
First one that came off the top of my head was Foreman.. didn't matter either, he just threw a-bombs.
I'm stunned at reading the names of Chavez, Hopkins and Hagler on this thread. I actually think all three were pretty quick in their day. OK, they're no Hector Camachos, but all three had good handspeed and were pretty mobile around the ring. Bizarre choices IMO. Steve Collins makes all three look like Tyson Gay.
