its a good question. he probably wanted to be more active than he was but with his hand breaking maybe he didnt fancy landing as many shots
that was his gameplan, I thought it backfired as valuev appeared more active while haye wasnt doing anything, but he landed more and edged it because of it, but for him to get the decision in germany was surprising. This tactics wont work against wlad, only good for staying on the outside looking for a chance to get inside and land.

I think whatever gameplan he had originally went out of the window as soon as he broke his right hand, which as defo in the first 1/3 of the fight. He fought Valuev pretty much one-handed thereafter which makes the performance actually pretty impressive..... Remember how Vitali quit against Byrd :deal
I suspect he thought if he could hit Valuev without getting hit himself it would increase his chances of winning the fight.
