floyd didn't want to tarnish ****... pacquiao tarnished himself as soon as he said no to the test... shane & ortiz said yes and its a non issue... the only person that get offended are ***gots like yourself... There are dozens of examples where athletic commissions, especially the NSAC, didn't catch cheaters both due to the archaic testing protocol and political pressure from promoters to turn a blind eye. All Arum has to do is tell the NSAC that he won't put another fight in Vegas and eyes and mouths are shut. It happens all of the time.

Every expert on the subject will testify that commissions do not adequately test for drugs.
