If the best Burley and the best Robinson were fighting each other I'd go with Burley.

If they were to fight in the 1947-1950 range. I like Robinson with some hesatation. While Robinson was probbly at his beat at that time. While Burley's career was coming to an end. Burley was still a dangours boxer.

As for the fight not happening. I have conflecting opinions. Beaing the 1947-1950 version of Burley would have been one of Robinson's best wins if not his best. I fell Bulrey was at the time the equal to LaMotta and Basilio. The question has to be raised is was Burley deserving of the fight? He was not a top ranked contender. However rankings can be riged to the benfit of the champion or to make a fight with a bigger name.
The excuse that Burley was a bad style match up or that there was no money in a fight with him are just excuses.
I also fell that Burley from 47-50 was to Robinson what Cotto, Margarito and Williams have been to Mayweather. Big names but not real threats.

I think a fight between Robinson and Burley would have been interesting, but I don't think that the fight not happening hurts Robinbson's legacy.
