Yeah, Roman Gonzalez most likely, if Kovalev did fight (and beat) Ward and Stevenson, he'd be #1 but that's too speculative, as it stands - it's Gonzalez.
If he beat Rigondeaux he'd have beaten a better opponent than either Kovalev (unless he beat Ward), Roman, Wladimir and Ward have in their careers. I'm not sure if that makes him p4p #1 though, I mean generally Rigondeaux is regarded as about #5-#8 so beating him alone wouldn't get him to the #1 spot immediately in my eyes. he'd have to beat another good opponent and prove some consistency.
