You don't make it too far in boxing if you are a bum, maybe a one hit wonder but Macklin has had a few high profile fights and he is no bum. Is Macklin a superstar? No. Is he a bum? No. He is somewhere in between. There is only a handful of superstars in the entire sport of boxing yet fans act like there are 4 or 5 in every division. Even if Macklin was a bum like you say he is, what matters is how you defeat the "bum." It's not like GGG was jabbin' grabbin all night or went to war, he blew him away like a blade of grass in the wind, barely broke a sweat. Now can the lineal MW champ say the same thing? No. He is rated just fine. :good
He's overrated by some posters, IMO he beats sergio, barker, murray, I'd favor him over chavez and quillin .
I'm not saying he's overrated, but the OP is spot on that he hasn't beaten a big name just a bunch of scraps.

The division is weak I have been saying it since the martinez vs willams vs Pavlik days and martinez is on the slide. The darren barkers macklins and murrays of this world are not world class at all. Nigel benn. He could have got his british glass jaw cracked into million pieces. Take alook on bernard hopkins resume and come back. It is literally filled with part time boxers/firemen/sanitation workers just terrible. And he even managed to quit and draw against few.
