Agreed, Holmes was definitely more consistent and had a much longer prime but on their best nights Frazier was and always will have been, the better man.
Not sure Holmes had enough power to KO Frazier, maybe a TKO, but that would've been a tremendous battle of styles for sure with Holmes accepting to brawl. That brawling could lead to disaster. This is definitely on par with Holmes-Norton and maybe even better.
Holmes is going to have to stop running sooner or later, and start standing toe to toe just like Ali was imo.
