What do you base that on ? PW? Who has he fought other than Margie....whom was fortunate to catch him on a lethargic moment. If Mosley beats Margie....the fight with Cotto and Margie is still on... that is where the money is.
Williams is no longer a Welterweight hes had 2 straight fights above that weight and hes fighting Winky at 160 now so theres no way hes still a Welterweight. Mosley would be number 1.

It wont Happen, but to answer the question, Margarito beat an undefeated fighter in Cotto and all praise needs to be given to a man to be able to come back against all the odds to stop Cotto, not only beat him, he stopped him, made him submit. Williams beat Margarito but please remember that Williams won that based on work rate and he was shook in parts of the fight so he won but it wasn't done in a really impressive fashion, other than the fact that most of the shots he was throwing was pitta patta shots just to break up Margo's rhythm, all the same he got the win but in my eyes Margarito is and will always be the man to beat because Williams is not in the division anymore. If Mosley did win which he wont then he could be considered as number 1.
