A rejuvenated Donaire was very fortunate to have landed a Hail Mary hook very early in the fight and he also landed some killer shots, but Inoue still beat him comfortably with an eye injury and double vision from round 2.
Pacquiao wasn't as polished as he is now as a fighter though and not physically at his peak whereas Inoue is arguably close to his peak or at it.
Pacquiao at the lower weights especially 122 and 126 was a relentless non stop power machine, you couldn't hurt him and he wouldn't stopped coming until he got you out of there.
