Quite a lot of boxers he fought claimed he hit reasonably hard. Committing to punches can be very dangerous and you expose yourself by doing so, which is why he's cautious. There have been barely any knockouts at WW in the past ~7 years at the highest level. It's not just him. The level of competition is or was too high to make high risk high reward moves. Most of the top WW are/were also known to be tough-chinned so why even bother? Rather stick to what you are good at.
