Is he faster than 160lb Jermain Taylor? Is he much faster than Pavlik? Dawson? Would he be much slower than a 154lb Mayweather? He can legitmately fight all of these guys. Can't really work Williams out, its too weird watching a 9'3" Welterweight. How does his speed match up with the Welterweights? Its difficult to judge with the size difference. PW isn't so much fast as he is loose. he throws quick, crisp punches. as for answering the question as you posted it, i pretty much agree with monstar.
That's fair. As for the 2nd part of the question, can he fight these guys? At 160, prime Taylor would score a pretty convincing UD. Pavlik will knock him out. Pavlik is a freaking nightmare for Paul. 154 is not Floyd's division, but it will probably turn out to be Paul's best weight. I'd give him that one. Dawson? Don't even go there.
Very fast combination puncher with excellent timing and placement. Combined with his extraordinary arm length, his flurries are incomparable for his weight(s).
When he fought at welterweight he looked average to above average. At middle, he looked surprisinginly fast and sharp. Paul Williams is a nightmare matchup for anyone I can think of right now from 147-160. Kelly Pavlik is not a nightmare matchup for Paul. Paul would likely outbox him, rendering Kelly with a puncher's chance. But considering Paul can be open at times for big punches, it's a big chance......either way it's inconclusive.

Too much of his speed comes from 'arm punching'. A lot of his combos have no body twist to them. No leverage.
Well according to someone, because Margo is able to throw 80-100 punches a round he's really fast. So Paul Williams has gotta be like SUPER DUPER FAST with his punches
