    I will add the usual caveats, but I am going to say Jeffries under either ruleset.

    Jeffries was a natural 220 pounder, and a standout natural talent for the weight.

    Having said that, I happen to think that Beterbiev could have had success well north of 175, if he had chosen to go down that path.
