He, along with Curry are much more deserving to be in the HoF than many of the recent guys that have been inducted and it's a damn shame they aren't in yet.
I think the one punch left hook ko of Breland is a pretty good highlight. IBHF worthy? I think so. He faced a very high quality of opposition throughout his career. Unfortunately, the IBHF hasn't even seen it fit to put his conquerer, Donald Curry, in the Hall. So, don't hold your breath waiting for Moochie to get in there. The IBHF doesn't always seem to factor in quality of opposition/quality of wins when making it's selections If they did, Ray Mancini, Brian Mitchell (faced few high quality opponents even as champion), Gatti (he faced quality but lost to almost all his high quality opponents) and arguably Tzyu wouldn't be in the IBHF.
His handlers probably should've waited until 1983 to fight Donald Curry, that loss probably set him back a year or two.
Starling was the best Welterweight of the 80's after SRL, Hearns, Benitez, Duran, and Curry, he had a number of very good welterweight wins....you can argue his body of work is the most extensive of the 80's
