I'm going to put Silva top because the manner in which he wins some of his fights probably sets him apart BUT I think he needs to beat Okami to avenge a loss.

GSP is coming off of 4 decisions. Silva is coming off of 1 awful fight against Maia but a brilliant ko of griffin and belfort, as well as a great come from behind submission against Sonnen. During those 4 fights he also went to 205 and dominated a former champ. If GSP went to 185 and dominated Rich Franklin, that could be argued as a similar accomplishment.

    1. Silva
    2. GSP
    3. Jones
    4. Aldo
    5. Edgar
    6. Maynard
    7. Penn
    8. Melendez
    9. Cruz
    10. Velasquez (because he is a small soft heavy, if genetics and his eating habits were different he could probably make 205 with a cut)

In 25 minutes GsP could do relatively NO damage to Shields in a kickboxing fight, and wasn't confident in his abilities to take him to the ground. He falls in the rankings due to this performance. :deal

Regardless of how they're ranked, shouldn't he be ahead of Penn at the very least?

No, I think Penn is the better fighter. I think Frankie is a bad stylistic matchup and was able to move in and out on BJ (no homo). But there is no way Frankie could've knocked Hughes out cold in 20 seconds, or beat Fitch over 2 rounds. Penn did.
