Mr Otty has very little information on him and has only pictures and footage of him.

 

Further development.

Chuck Hasson beleives that Oakland Billy Smith stayed in Atlantic City after retiring and worked for the Sherrifs department within the City.

So not much to go on and 2 contrasting bits of info, what a delight this is turning out to be.
