The actual facts showed that Pacquiao's fighting weight had been in the 140s since the second Morales fight. In the second JMM fight, he actually had difficulty making the 130-lb limit and bloated up to around 145 on fight night, a 15-lb increase overnight. This was the reason for his relatively "poor" performance against JMM that night. Thus, the decision to move up to 135 to fight Diaz.

Rather than accepting the obvious explanations for Pac's improvement, which are his development of a lethal right hand and better defense and more scientific approach to conditioning under Ariza, haters would rather concoct conspiracy theories to discredit his achievements.
