It's unlikely Mayweather changed his mind, so, until we know more, we should accept Pacquiao accepted full testing. Whatever Pacquiao did accept. was negotiated by both sides. what are those "drugs" again?? btw, usada stopped the testing 18days during the floyd/mosley fight. why is that?? they should do the testing up until the fight night right?? yeah it makes perfect sense... a p4p king, 3x fighter of year and a fighter of the decade, will risk it all and use drugs within 14days and then cycle it off just before the fight to avoid being detected.
Of course it's not hard to create something but that's the commission's job and if they do their tests the way they do them then that's how it is. The reason why this is trouble is because both sides have egos and none like the fact that they are ordered to do anything, publicly it makes them look bad anyway. That's the main issue here, not the testing and this is beyond obvious. Pacquiao gave a lot of blood before the Morales fight and as far as I know gave blood before the Clottey fight too.
