I think its clear he's not working out and just lost a lot of muscle definition and put a tiny bit of a gut on when sitting down. I'd say looks like he's enjoying retirement!
He's just gone that "skinny fat" way. He's not thin, by your average Joe standards. He's basically carrying less muscle than he was, coupled with more fat. Chris Froome is built like a stick, and Sergey will have a good 30lbs on him (at a minimum).
