I'm sure it's very easy for athletes, especially elite ones like Mosley to get performance enhancers. He, as well as people in his team, surely have connections. I've never touched and will never touch steroids or PEDs of any kind, but I know several people at the gym where I work out who are on stuff (test e, winstrol, dianabol, etc.)...and I've been asked by a couple if I was interested in veering off the natural route. For a pro like Shane, and with money/connections like he has, it's not difficult in the least I'd assume.

Go on youtube and watch a doc called bigger, faster, stronger. Best thing I've seen about steroids. It shows you how to get prescribed with steroids (even if you really don't need them) to cure hormone problems. Fighters are allowed to do this and still compete. I think a few guys in the UFC do not sure about boxing though.
I'm 100% natural but I know how to get them easy enough. I'd say every gym has about 1/10 males using them. Body building gyms like Golds etc will be about 9/10.
